The Russian Government has as of late changed over the previously essential rocket base of Svobodny (which shut down after a settlement on the Strategic Arms Limitations Treaty START-2) into a business space send off office. The primary business vehicle to be sent off was the Early Bird 1 satellite.

On March 1 1996, President Boris Yeltsin marked a record proclaiming Svobodny a Cosmodrome. This choice was taken after a progression of issues, which the Russian space organization looked after the breakdown of the Soviet Union. The main issue was the admittance to space send off offices; Baikonur Cosmodrome, the biggest Soviet space place, is currently in the recently free Kazakhstan.

Russia went to Plesetsk as its 'heartland' space focus yet its geological area restricted payloads and the scope of circles available from this site. Additionally, Plesetsk has never had the platforms for the weighty Protron launcher, the foundation of Russian space business. Given the indistinct political and monetary status of Baikonur and the specialized restrictions of Plesetsk, the Russian specialists tracked down it important to consider a reinforcement site ensuring the country's admittance to space from now on. In 1993, three potential destinations arose, all in the Russian Far East, the main area which could offer tantamount scope to Baikonur's southern area. In the end, waterfront Sovetskaya Gavan and the town of Khorol, some 150km from Vladivostok were dropped for Svobodny 18.
